He lists 10 dogmas of Science and then proceeds to assert these are not proven, and may well be wrong in some way.
Then a couple are examined in a bit more depth. In particular, the notion that “G” is a constant and that the speed of light does not vary. Citing evidence that in fact they do vary when you look at the raw data, but that variation is averaged out because “They are a constant”… For light, the metrologists involved were quire proud of the fact that in about 1972 they redefined the meter in terms of light, so assured the variations could not return!
To understand the reference to Intellectual Phase Locking, listen to the part about variation in the constants… At the start of the talk, he addresses a fundamental nature of Science (as open questioning) that is in conflict with Science As World View i.e. dogma. Shades of the Global Warming intolerance for real scientific questioning of their data, methods, and conclusions!
A thought provoking talk, well worth the time.
